Mid-Kaweah GSA Board of Directors
The Mid-Kaweah GSA was established on Sept. 14, 2015, through execution of the Mid-Kaweah Groundwater Sustainability Joint Powers Authority (JPA) between the City of Visalia, the City of Tulare (including its Board of Public Utilities Commission), and Tulare Irrigation District. The agency is governed by a six-member Board of Directors comprised of two representatives each of the three local public agencies accountable for development and implementation of a Groundwater Sustainability Plan pursuant to the Sustainable Groundwater Management Act of 2014. As required by the JPA, each director is a publicly elected officer of the founding agency and is appointed to serve by their respective legislative body.

City of Visalia
Serving as the cultural, economic, and commercial hub of the County, Visalia continues to grow – in population, diversity, and sophistication. City of Tulare
Tulare is a city in California’s Central San Joaquin Valley, known for its strong agricultural industry, dairy production, and food manufacturing. The city’s growth has long depended on its water infrastructure – from early irrigation canals fed by Sierra Nevada runoff to modern well systems and ground water recharge efforts – making water a critical part of Tulare’s economy and sustainability.
Tulare Irrigation District
The Tulare Irrigation District is a political subdivision of the State of California – an independent agency operating under the California Water Code. The purpose of the District is to obtain and deliver a surface water supply for the irrigation of farms in the District and for the recharge of the groundwater basin underlying the District. The District delivers surface water to approximately 230 farms. The exterior boundary encompasses an area of 77,000 acres (Including the City of Tulare which is not part of the District). District acreage is approximately 65,000 acres.
