Mid-Kaweah GSA Mitigation Plan
The Mid-Kaweah GSA Mitigation Plan was adopted the same date as the 2nd Amended MKGSA-GSP on July 13, 2024. The Mitigation Plan describes a detailed process for mitigating impacts for domestic wells adversely affected by declining groundwater levels, land subsidence, and/or groundwater quality. Self-Help Enterprises is the first point of contact for landowners and renters experiencing water supply issues within the Mitigation Plan.

Tulare County Water Well Application Coordinantion
Background
On March 28, 2025, California State Governor Newsom signed the Executive Order N-7-22 which stated that Water Well Applications / Well Permit Applications, for wells providing more than two acre-feet per year, needed to include the Groundwater Sustainability Agencies (GSA) in their permitting process. Tulare County quickly gathered all the GSAs within Tulare County to create a Compliance Form that could be included in their permit process.
In 2025, a few items within N-7-22 were rescinded. The orders rescinded included those explaining the GSA necessary involvement in the Well Permit process. Tulare County Board of Supervisors supported the efforts of the GSAs to reach sustainability, so Tulare County created their own Ordinance. On April 29, 2025, the Tulare County Board of Supervisors signed the Urgency Ordinance No. 3656 which stated that GSAs within Tulare County could choose to continue to be within the Well Permitting process.
Tulare County & Mid-Kaweah GSA Coordinantion
The Mid-Kaweah GSA works with Tulare County to notify landowners of a potential issue(s) with the placement of a proposed well. The wells that are inspected by MKGSA must be within the MKGSA boundary and be a agricultural, dairy supply or industrial well. Please note, MKGSA cannot halt the drilling of a well. We notify a landowner and driller of a possible issue(s) with the placement of a well if it is close to a community, home(s) or school(s).
