Two Water Market Pilots were conducted in 2024 to test the Kaweah Subbasin Water Market platform that was constructed during the time of the construction of the Kaweah Subbasin Water Marketing Strategy document. The Platform and platform management agreements were under construction for two years.

At this time, Mid-Kaweah GSA does not plan to reinstate the Water Market platform or allow water sales in the juristdictional boundary. The Well Inventory & Registration process is underway in the Kaweah Subbasin. The results of the Well Inventory & Registration should provide more insight to the groundwater extraction conditions within the Kaweah Subbasin. We apologize for any inconvenience.

Kaweah Subbasin Water Marketing Strategy

The Kaweah Subbasin Water Marketing Strategy is a joint effort of three Groundwater Sustainability Agencies (GSA)—East Kaweah GSA, Greater Kaweah GSA, and Mid-Kaweah GSA—responsible for implementation of the Sustainable Groundwater Management Act (SGMA) of 2014 in the Kaweah Subbasin, which is defined in California Department of Water Resources (DWR) Bulletin 1181 Number 5- 22.11. The effort is supported through a combination of local, federal, and state funds to prepare and guide implementation of a voluntary groundwater marketing program called for in the GSAs’ adopted Groundwater Sustainability Plans (GSP). This Kaweah Subbasin Water Marketing Strategy Document (Strategy Document) describes needs, process, research, collaboration, and testing conducted to support the water market that will be used by the Mid Kaweah GSA and made available to the East and Greater Kaweah GSAs should they choose to adopt and implement an identical strategy within their jurisdictions.
This Strategy Document also describes Pilot Water Market version 1.0, which was implemented by the Mid-Kaweah GSA during Water Year (WY) 2024.2 Results from the pilot phase of the groundwater market will inform revisions to the Strategy Document in subsequent water years.
